Joseph Zernik's letter to Supreme Court President Yitzhak Amit (sworn in on February 13, 2025) raises concerns regarding relatively new additions to Net HaMishpat: the Green Seal and, in particular, the Blue Shield. The Blue Shield was announced in December 2025. The inscription at the top of the Blue Shield reads: "This record was digitally signed." It marks a new policy of purported transparency regarding the technical details of judges' signatures on judicial records in Net HaMishpat.

 

In the past, the entire subject was kept confidential under the guise of information security imperatives and the lack of written materials. In 2023, Dr. Zernik's Freedom of Information appeal (Admin Appeal 3763/22 HRA v. Director of Courts, Judge Y. Mersel) sought disclosure of the technical method by which judicial records in Net HaMishpat were electronically signed. The Supreme Court denied the appeal, holding that the issue was "not yet ripe for review and decision." In 2012, the Ombudsman of the Judiciary Decision (88/12/Tel Aviv District) in the Judge Varda Alshech affair stated that the judges signed using valid electronic signatures compliant with the Electronic Signature Law, 5761-2001, but the signatures were invisible and undetectable (see Zenodo Archive record #2¹).

 In the December 2025 announcement, the Administration of the Courts presented the judges' signatures on electronic judicial records in Net HaMishpat as "digital signatures" that bear no relationship to lawful electronic signatures. The letter, emailed to the Supreme Court's secretariat on September 2, 2026, raises concerns that the Green Seal and the Blue Shield lack adequate foundation and could be misleading.
